Well, it's almost 8am on the first day of license sales................................just wondered how everyone is making out with the new system?

I will wait and see how things are going before I buy my license/tags....................................probably Thursday or Friday.

I'm kinda waiting to see if the old system was better. Just the sheer number of hunters in Pennsylvania, maybe a problem. For me I had no problem with the old system. I'm thinking/guessing that the only folks that will benefit from this, will be that small number of doe tag buyers that buy a lot of tags. For all the rest it's going to be a pain in the ass. Lets wait and see. One of my friends on face book just posted he is only 37551 in line.

Many of us don't hunt units that sell out doe tags quickly, so don't sweat it. Log on 3 days or a week from now and most likely will be smooth sailing. Just do it before NR can apply (July 10). If only those that hunt units that sell out quick in first round had logged in this morning there would be no problems, but too many don't understand how it works.

Everyone should be guarenteed one tag in the WMU of their choice whenever they buy their license, whether that is the first day licenses go on sale or the day before deer season begins. The great majority of folks get their first choice anyways these days. Then the remainder can be awarded with this new system. That would reduce the initial crush and everyone would get at least one tag if they wanted.

No worries here. I'm just amazed that PGC, in 2023, still can't pull this off. They stated they had contingencies for the high volume of traffic. Putting 46K+ users in a "waiting room" is NOT a contingency. It's an abject failure. I imagine a single core chip server running Windows NT, possibly Server 2003...

Well, we can't hunt until September anyway but pennsyltucky hunters have zero patience. But, there are the people that had a death grip on the pink envelopes and are just itching to make sure the new process sucks and is prohibitive to the rest of us. I'm sure that it was will be fine in a few days.

5C, No one had a death grip on the envelopes but the fact is that it WORKED. And I would call this morning a blatant failure. This will happen on each day that antlerless tags go on sale. Some of us try for counties that normally sell out fast so its not a crime to want to get in line and not have to spend all day waiting. I've spent the last 20 years doing what the PGC has asked us to do with regards to does, and I have access to properties that are based on that reality. No doe tags, no hunting. All the PGC has done in recent years is handcuff those of us trying to do what they asked. That being said, you can go pound your Pennsultcky comments.

Ed, My hope is that the vendor has learned from what happened today, and in the two weeks that we have before the next round, they make some changes to rectify the problem. My buddy got thru at 1:54 after waiting online since 7:15 am. He’s retired but works part time at a local sporting goods store so he wanted to experience what it was, like so he could tell his customers.

Not acceptable, but NOT unexpected....................

What is concerning however, is their Cueing system...................he got on at 7:15 and one of his buddies got on at 7:45 but his buddy somehow got his license and tags around noon! So something ain’t right there..................

7 hours and 57 minutes from the time I logged on till I logged out with my license. No. I did not need to get it today but in subsequent rounds it proves they are incapable of handling the load. Maybe they can improve it but I doubt it. My deer season strategy will be up in the air until the end of this debacle. Not the end of the world but not as it should be either.

I always bought mine WELL before that- not on the first day, but usually before the 4th of July.

Tom- that’s the ONLY WMU that should have been of concern to people! Most WMU’s barely sold 1 or 2,000 tags today.

There is absolutely NO REASON for people to try to buy their license/tag TODAY for a WMU with 40, 50, 60 or 70,000 tags!

That was apparently a BIG part of the problem..................

If they truly want the system to work. Instead of computerizng a sh!tty system, which is all they did, do like DPMS and others have suggested. Doe tag comes with your license. Extra tags, use this Charlie Foxtrot.

I think it was long overdue to modernize the old pink envelope process.

But this new process is insane. If anyone proposed this solution in a design review meeting at our company they would be laughed out of the room.

My prediction: this year is the last time they use this crazy process. Hell, even the NY DEC have an instant doe tag process that allows for zone quotas and you know in 60 seconds if you are awarded a tag! They should have just duplicated their process.

C'mon Perry, I can do maths. 20% in one day...by weeks end, units that typically had tags well into the 2nd round could be gone. Please, don't defend this. It's 2023. Amazon has literally millions of users every day. Same with other on-line venues. They don't crash. They put infrastructre in place. It's called knowing your customer base. I realize the irony of that statement, given how the PGC operates.

I didn't really care but when I got the notice I was up I went online and bought my doe license. All my other licenses were free - got to love the lifetime license.

Coming from an IT background (health IT which is pretty mission critical that it always works) I have to side with Bob, not to criticize the PGC but to criticize the PALS operation. There is no excuse for not doing a thorough stress test to see how the system would respond to the large influx of requests. I don't know enough about this to criticize the PGC but if the PALS system is totally outsourced (and I believe it is) and if the PGC was told and shown that the system would work, there isn't anything more to expect of them.

Don't Ny have a point system for doe tags? I also don't think Ny gives out 800+ doe tags. Also I believe Ny only has 450k in hunter numbers. Not sure, but I don't think Ny has a round 2 or 3. Is Ny better system, I don't know . But I wouldn't call it an apples to apples comparison.

I totally agree Phil. I think it’s obvious that the system did not perform as well today as it should have. It’s just surprising how many people have been bitching about waiting in line, in person at a licensing agent, or virtually, when there was absolutely no reason to. Not just here, but in every Pennsylvania hunting group on social media.

Today was definitely a big hiccup, but it will get straightened out, and it will absolutely prove to be a better system than those archaic two stamp envelopes.

I got right on this morning with no wait. I didn't buy anything as I am no rush to do so and don't want to jam the system up for others that want 2G or another unit that sells out.

It usually takes my treasurer 1-3 days to process my doe aplications. So essentially this new system was faster on average than the old way. Tags left in every unit this morning. Kinda funny that so many felt like they had to wait in line at 8 yesterday which only jammed the system up. Especially those getting tags for units where it typically takes weeks or longer to sell out.

As a NR buying my PA lic. for the 42nd Straight year I got my Hunting, Archery and NR Bear license yesterday by waiting for the email. Easy peasey once I got on. I can’t get my first Antlerless tag until 7/10.

I see this am they have processed 222,000 requests and the current wait time is around 5 minutes. Not bad for the number one whitetail state in the US.

This new system reminds me of when Gary Alt brought on the antler minimums. People were for and opposed to the changes but everything got better once implemented.

So I lied. I was going to wait until later in the week and then go to an issuing agent, but I started reading about how people were taking less than 10 mins today so I signed on just to see. Less than 10 mins later (and $160) I'm the proud owner of a 2023-24 hunting license and doe tag. I didn't really mean to buy it today but I just kept clicking stuff and WALA! It kept working.

Doe license the opening story on this morning local news WNEP here in the northeast. Interviewed people that waited in line 5-6 hours at Walmart to get their license.

Interviewed PA Game News editor Bob Frye saying doe licenses are limited we encouraged people to get out or online and get them as soon as possible. So PGC not helping themselves with that kind of announcement. Some lady from a county treasurers office saying the opposite. Paraphrasing here - they don't ever sell out on day 1, not everybody needs to get their license on Monday.

I logged on yesterday about 8:30AM. Was #56822. Got in at 7:30PM. As I understand it the system was designed to herd excess applicants into a "holding" area and then notify them by email when they could actually log in. Once you received the email you had a 10 minute window to log in. Yes I waited a long time but, IMO the system seemed to work as designed. Once logged in, it took me less than 10 minutes to renew my Senior license and purchase my 2A antlerless tag. I hope we're done with the pink envelope system for good.

185000 antlerless licenses were sold yesterday. 38000 sold last year through the CT method.

If the above info is correct, I would say that the system worked well and much more efficiently than the old system.

Of course it worked fine on Tuesday. Its much like that submarine: All is good when its sitting on the surface but, apply pressure and the cracking begins. I believe it will be just as bad on each subsequent round but as units sell out the overall numbers of people should decrease. Time will tell but the true test of any system, machine, theory, or process is when it is under extreme pressure and usually a safety margin is built in for those extremes. Does not appear so in this case.

There are AL licenses remaining in every WMU right now. Was Monday a mess? Sure it was. Do they need to improve the systems ability to handle heavier volume? Of course.

But the bottom line is that every single person has gotten their AL license in their first choice WMU, so it worked, and those who understand the system didn't wait.

No one is blaming the consumers for the bogged down system. There was no reason for anyone to wait in line on Monday, and seeing them do so, and bitch about something that they didn’t have to go through in the first place is comical.

Some people are just whiners by nature. No matter how rounds 2 and 3 go, guys like Mr. FUBAR will cry about it. And when the system gets straightened out and runs smoothly, whether it’s in round 2 or 3, or next year, they’ll move on to the next topic. Keep the box of tissues nearby…….

I design hi speed custom automation. First thing we do, is understand the customer requirments. Once designed we exercise the system. When we run OQ/PQ we push the system as hard as we can to find out if the upper limits meet or better yet exceed customer expectations. We don't send it out, bring it online, then tell our customer "Yeah it was a dismal failure, but we'll ge there". End user isn't for Beta testing.

PERRY, I got tired of everyone using there phones a dozen time a day at my expense. So no cell phones allowed now. Last year I had a guy on his phone so much that I told him to put his phone on a shelf in the middle of the shop when he came to work. It lasted less than 30 minutes there. He last two minutes after that. If you would reimburse me, for their time I'll let them do it.

Ed- I'm sure there are SOME places that you can't have your cell phone at work. But I would say the vast majority of us can use them at some points throughout the day.

We're not supposed to use it while we are working, but we can use it before, after work, at lunchtime and on our breaks. So even though I can't get on here every minute of every day, I can get on a regular basis. I won't buy online unless I absolutely have to! But IF I HAD to, I would get on the website in the morning before I start work and get my "que"- then wait for the e-mail. I would clear it with my boss(beforehand) that when that notification comes, I will take my 10 min break at that point to buy my license/tag. I don't see them having a problem with that. It would be a couple times a year at most. ANd still would be on MY time.

In reference to YOUR situation, you are the boss/owner so you can do whatever you like......................................................... but, do your employees NOT get break time? ;-)

4 PM Tuesday, I was the only guy in my neighborhood garage turned into a gun shop, waiting for the owner to walk in from his house. 10 minutes later I had all my green tags and they had 70 k plus doe tags left for 2D. Today I went 6 miles to the gun shop in the big city of East Brady and was the only customer in there for the first 45 minutes. Even 2G had 57 tags left.

Vonfoust, not defending the pink system. Just that this new system in not a fair system. If you do draws in other states you will see the that this is a poor system.

Let me tell you how just about every other state does it. First you go on line and you must buy a general license, after that you can apply for a doe tag. You my have a window of say 3 weeks to do this. (no big rush now) . You can do it in a store or on ur computer, also for the less techie, mostly old folks, you can in some cases do this on paper and send in. . But the paper part has a early closing date and every year theres less and less paper ones. Then on a date theres a draw. Everyone had an equal chance.

Now pretty much the same for round 2. But maybe if you didnt get your app in on time and tags for your unit are left you can just go on line and buy ur number 2 doe tag after the draw date. Same for round 3. No rush and everyone has exactly the same chance in all around. Not just the folks who have the time to do so.

Remember this system has been in place for years and years. Hell, Pa uses it right now for Elk tags. For a couple of dollars a point system could be added for folk that was in the draw and didn't get a tag. Again system already invented. Pa just has to use it.

The system Pa in using right now is unfair and out dated.

Wait till rounds 2 and 3 if you think guys are complain now. Guys that got up at 4 am got in the queue, but when there number came up tags gone. This is going to piss guys off. The draw system thats already out there that I mentioned above, guys will be more disappointed.

Come on how many reading this have not already been in the above mentioned draws?? Pa elk and just about every state. Respectfully Ed

Teeton, I have been in many draws and I understand how they work, and I wish we did that here. What the PGC did was literally just turn the pink envelope system into digital. But the real question is for those still defending the pink envelopes. How many more years did anyone expect that to continue given that there is a whole segment of society that doesn't even know how checks work? Neither of my kids have checks. If they were to do the pink envelopes I would have to write a check for them or they would have to go to the bank and get a check to write out. The world just doesn't operate like it used to and this was going to change at some point with it. No matter when that was there were going to be growing pains.

While the pink envelopes never truly bothered me I've felt for a long time that process had to be changed, especially to get the county treasurers of out it. I've been involved in the design and implementation process for several healthcare products, including at the state level. I understand how things should happen and I know it is an iterative process that isn't done overnight.

But the PGC has had years to solve this issue and there is little excuse for them not partnering with a company that could roll out a well-designed, functioning system that is fair to all hunters and has been thoroughly tested to handle the number of hunters in PA. And, while I may have missed it, the PGC should have held regional meetings gathering input from hunters.

Although I never had a problem with the envelopes, I agreed with the change because the inconsistencies between county treasurer's processing times created an unfair system.

Not sure how many of you are aware, but what took place on Monday in PA, happens in other states when large numbers of licenses go on sale at one time. I personally have gone through it for CO leftover elk tags. I don't do ID, but when their OTC tags go on sale, the outcome is exactly what we had here on Monday. I mean EXACTLY. State sites have crashed when there is a last minute rush when reaching an application deadline. States sites have crashed at draw results being posted simply from people looking up results. Can/should that be fixed from an IT standpoint, perhaps but that is out of my expertise. But for those saying this is just a PA problem, I can tell you, without a doubt, that is not true.

All that said, the difference between the CO and ID example and what we had here is in those other states the tags were going to sell out. Leftover CO tags were gone before I got one. ID OTC tags sell out and many don't get. So you are forced to wait in person or online. For us here on Monday if you weren't going for doe tags in a few WMU you didn't have to wait. Unless you wanted 2G, 3A, 4C maybe...you had no reason to be online at 8am or wait in line at a store. It was going to be a jumble mess to start no matter what. Obviously not every person will wait. But if you know how the doe licenses sell out and still logged in when not necessary, you made the problem worse.

Round 2 is going to be another mess. Round 3 less so because some will be done applying then. I favor an application period, then computerized draw, and results posted for rounds 2 and 3 like Teeton described in his post above. Maybe that is because I'm so familiar with them from the western states.

As more buy on line, your going to see less and less Pos. If you think about it, this is the start of the beginning of the end of pos places. A few year back many drop out of pos because they had to get and pay for a new style of computer. Funny around the same time I had to get a new state approved system that cost 6k to do emission inspections. The new system did exactly what the old system did, exactly no difference.

Yup, and the other missing point is that the bambi huggers who have bought up the 5C and 5D tags have it easier now. And the no doe shooting people will buy a few to "save a doe". This is going to be a terrible ride for a few years till they increase the allocations to offset the anti- casual buyers too. A co worker was thinking about joining camp up north, they still have those rules in place. In 2023! 1- you gotta be an NRA member 2- you gotta buy a doe tag every year 3- you are not allowed to use it I thought the 80's were over.
