I signed & shared this petition, and have a question. If all units were to go draw, wouldn't that automatically favor residents because of the across the board 80/20 res/non res quota's for limted licenses?

The 80/20 only applies to first choice.
Look at the newest limited units drawing results (units 70,71,74,75, and 80). The tags are going mostly to non-residents because most residents don't choose them as first choice.

Understood. Looks like the non-resident OTC w/caps seems like the only solution to actually limit NR participation. Going all draw (both R and NR) will leave the door open to secondary draw and leftovers going primarily to NR's.
Good effort by CO residents to make their voices heard. Will the results of the petition be shared with CPW and Commission?

Just look at how screwed up the 2nd draw and leftover free for all is, and you could see a very real possibility that residents would take a backseat to nonresident if your first choice happens to not be there! For the first few years at least, it’ll be a guess as to where people apply aside from the normal high demand units. A resident could be sitting out on an either sex/bull license while nonresidents are hunting. That SHOULD NOT even be a possibility in Colorado for elk! And cow licenses are never a guarantee especially when wolves take off!

An alternate solution would be to enforce an 80/20 cap to include 1rst, 2nd, 3rd, 4th choices and leftovers.
But I prefer the resident OTC solution.

Imagine the day where you can't get an archery tag unless you use your first choice.
All the higher point demand tags will only go to those who don't hunt regularly.

Last time I checked, most residents and nonresidents hunt on federal land. NOT the state of Colorado.

Last time I checked, the State Of New York and its Wildlife Dept. and Commission determined who will hunt where, what species and manner of take, and are they resident or non resident regardless of State land, private, or Federal Land.
The same for all states and Colorado is no different.

Last time I checked, Colorado wildlife is owned by the people of Colorado, just like the wildlife of NY is owned by the people of NY.
