Not really...Most US ports are rented or leased by foreign companies, but they are not owned by them. I don't know the particulars on this Delaware deal, but if it follows the pattern seen in other places, it is actually a lease not a sale...Slightly different as the landlord is still the USA...at least that is my understanding...
