This bill has been brought up in the house every year for the past 10+ years by IDIOT DEMOCRAT reps from Philadelphia. And like the past 10+ years it is going nowhere. As Dem advisor Jim Carville once said. PA is Phila on one side, P-burg on the other and Alabama in the middle. If the representatives in the center of the state want to keep their cushy jobs, this will never see light of day. I doubt Gov. Wolfe (D-Bag) would even sign it if it made it that far. (PS House and Senate belong to the Repugs)
