The huge spike in apps in 2018 is pretty staggering, isn't that when they changed the "pay to play" requirement?

Yeah, and just give it a couple years, when the timber wolves belly up to the table and they will again reduce the archery tags by another few thousand.

For whatever it's worth, last year, archery Elk Units 70 thru 77, had 3,872 leftover bull-only licenses after all 1st thru 4th choices were taken in the primary draw. Only 2,643 bull-only licenses were drawn in the primary draw. Not sure how much of a factor the low archery demand would be with the quota-setters, but it's probably not helping support higher archery quotas.

By the way, just as an off-the-wall side note.....as I was looking up those stats I noticed that fully 320 people used anywhere between 1 to 13 preference points to draw their archery bull tags in those units. All of which ended up being available as 4th choice.

What likely happened is the nonresidents who hunted those units at OTC, stayed in the OTC system, while residents, who may have paid more attention, picked up the tags as 2nd choice. OTC participation is now really out of whack.
