I don't get this. Look at the highlighted areas for last years deer results. I don't understand how not everyone drew (many) on second or third choice but some drew on 4th choice?

Those people drew their first choice and were out of the draw by the time it got to 2nd, 3rd, 4th choice.

Many list 2nd, 3rd, and 4th choices, but draw a higher choice in another unit. All under-subscribed hunts look that way.
