I'm not sure how that number system works because my two sons and I drew tags #1, 2, and 3, but it was our second choice unit.

Curt, there is a flaw in the drawing system that G&F does not care about, and you were probably drawn due to that issue. If you have enough bonus points to be in the max point (20%) pool for your second choice, but not your first choice, you will automatically be issued your second choice in the bonus round without ever even being in the drawing. Therefore, you never actually ever had a chance to get your first choice. If there were at least 15 permits available in your second choice hunt, that's exactly what happened to you. In fact, with some species (not elk), the problem is so bad that people are issued their second choice and then there are permits left over after the drawing in their first choice! They're aware of the problem, they simply just don't care to fix it.
