Does anyone know why CO eliminated the option of getting an OTC elk license, if your limited application was unsuccessful? Apparently OTC licenses won't be available until early August, now. It's a minor inconvenience, but I've never heard an explanation for the change.

Used to be that you paid in full in advance when applying, and they offered refund options, one of which was they'd send you an OTC license instead of a refund.

I actually preferred the old system, because it was a one-step process. And I think paying in advance prevented some people from applying for multiple species every year. But, I understand the new system is probably more efficient from the CPW's perspective.

I don't plan on sleeping with it, but I like guys to know that the state is mailing them out, to know to look for them. I had one get lost in the mail about 10 years ago, and it was a shit show trying to replace it.
