WY unit 11 for elk

My buddy and his son and I all have elk pref points built up in WY and next year he wants to cash in and draw.
Looks like there is a good FS road going north into the unit up to South Brush Creek and even further up to Dipper Lake and ultimately to the Medicine Bow River. Yes I know 11 is still north of Dipper Lake.
