Az elk apps....why TWO unit 7E's?

I have obviously missed something.....but I am looking at the 2021 draw odds....and 7E is listed twice (hunt #3141 & #3142). No asterisk to differentiate....so I'm wondering what I'm missing. There are also two unit 11M's, but there are two different sets of hunting dates to apply for, explaining double listing. 7E does not list separate hunt dates. Can anyone tell me what I missed??

3141 is a unit wide tag. 3142 is Kachina Peaks Wilderness only. The same hunts are in this years regs with different hunt numbers.

A couple more questions.....1.) What does 90% CI stand for? 2.) The Fall 2021 harvest results will be released quite a while AFTER the February 8th application deadline, right?

90% C.I. is the the 90% confidence interval in the harvest percentage since they don't have mandatory reporting.
