Best MT Unit to Gain A NR Bonus Point...

I’m interested in trying to gain a bonus point in MT for antelope without drawing a tag this year. I think I currently have 3 points.
If I apply for a unit that has less than 10 total tags issued, therefore no NR tag issued, can I still gain a bonus point or do I have to apply for a unit with at least 1 NR tag issued?

You can apply for an unit you want.
