I friend and I are looking to do an out of state hunt for mule deer.
Our objective is a DIY hunt, OTC tags, public land unless we luck out and find somebody who knows somebody etc. , 7 - 10 days for mule deer in velvet, at lower elevations. I doubt I will do well at 8,000 to 12.000 feet. I huff and puff at sea level. I would need an oxygen bottle up there. I don't know if that is doable only because of the OTC part. If we have to do it with a draw we need to figure out where we can get velvet bucks at lower elevation. Desert? and submit an application.

Arizona has what you are looking for but the OTC hunts are quite a challenge. Archery deer success is probably 10% or less on these hunts. Lots of public land, OTC tags, and liberal seasons. Let me know if you have any questions.

ND would be a good state to apply in. Decent odds long season and nice bucks. SD is otc for archery deer so it would be good also.
