DIY Spring Bear Advice

I'm looking into a DIY Spring Black Bear hunt for 2017. I've started to research Idaho as it has always been a dream of mine to shoot a color phase bear in the mountains and I know Idaho has a good color phase population.

That being said I am completely open to other states and any advice. I'm not looking for exact locations just general areas or harvest zones.

I would be capable of spending a few weeks at the set destination and would be working bait sites. I am also looking to hunt a state with over the counter tags.

The ability to turkey hunt is also a huge bonus for me.
