62 is over the counter unit but 61 is a draw unit that takes alot of points.

19 NR points gives a 5% chance of drawing...which leaps to 100% with 20 NR points [20 years of points must make it one heck of a unit]

You can hunt it every year... for $8k-$10k with a landowner tag

I drew that tag and plan to be out there 9/08-end of season. Best of luck to you. If you happen to see a black F350 parked next to a Lance truck camper, by all means, stop by.
