Can I walk into a store in Wyoming in December and buy a reduced price leftover cow calf elk tag?

Maybe, depends on the area. One area with lots left is basically private. Check the quotas.

I know there will be leftover tags I just want to make sure I can get them in the store being a nonresident I’ve always got them online and have them mailed to me

Don, you can purchase them at any Licensed Selling Agent in the State. You don't have to purchase them online.
