***Big Bill needs to be kicked in the balls and ass, as less than a year before that "bad decision" he also applied for resident tags illegally when he wasn't a Wyoming resident and still lived in LA. That, Sir, was an intent to defraud from the getgo and wasn't just a spur of the moment decision!
