There needs to be tags to fill the entire party, and if res/nr combined there will again need to be tags. In this case the nr cap will be the limiting factor.

In addition, they will average your bonus points, and the entire group will have that number of points.

But if your group has X.5 points, they round up.

They need to be able to fill all the tags.

As Bob stated, there have to be enough NR tags available at the time you are drawn to allow each person on your application to receive a tag. If not, all will be rejected.
