Trying to get a Montana Elk tag

I am trying to get it get a Montana combo elk deer tag for the upcoming season but did not put in for the draw does anyone know when the leftover tags are available and what are the chances of purchasing one ?

Last year the draw filled all the tags for Big game combo. It was the first time ever that I didn't draw. I had to reapply for the elk combo tag which I did draw.
