Why is the Utah site such a PITA? Zero information about this years draw, when it opens, can't create an account. Why do so many states have such awful interfaces for hunters?

The application process was straight forward and simply once it was posted. However the navigation of the site sucked monkey nuts. Information was scattered around the site in an organized fashion. If this is good I'm dreading running across a bad one. Either way the application got submitted so now I wait........
