Not legal in Washington or Oregon to pick up skulls, or to cut antlers off them.. I'd have a real difficult time leaving that behind.

Yes, You need to call in for salvage tag in Illinois. Suppose to call in before you take possession .

The deadheads that I've found rarely have any rodent chewing on the antlers. I think it has to do with the scavengers that are attracted to the dead animal keeping the little rodents away.
