I am looking for a outfitter for black bear, ground blind with traditional bow. I would like to try Arkansas or New Mexico. Has anyone hunted bear in one of these states before?

Unless you legally can’t enter Canada I wouldn’t even consider going to one of the states you listed. Lots of really good hunts for reasonable prices in Canada.
