i believe so, there are limited entry areas you may be selected for, then the general at large areas

If you get drawn, in about 3 weeks you will apply for a limited entry area. If not chosen for a LEA, you will be assigned a area and you will be responsible for finding property to hunt. Down load the Arcgis app. It shows public areas.

A guy I know down by where our family farm is in WI. was lucky enough to have his son draw the tag. The boy is excited beyond belief. He drew the either sex youth tag.
