I'm curious as to what site/app people feel is best for online scouting from a laptop for topo and aerial maps and the ability to import data from a handheld GPS.

There is only one, GE Pro.

Do your scouting and markups there, then transfer to your phone apps "web map"; onx/gaia/etc for synching to your phone.

export from GE as kml or gpx, import into the web map side of the phone app onxmaps.com or gaiagps.com have internet based map components that sync to the phone app

Save all your way points, tracks, etc. in a folder in "My Places" on GE.

Save Place As to your desktop or where ever.

Import into your phone app per the app instructions.

Link are instructions for OnX as an example.
