Where in the lower 48 offers a two bear limit bear hunt and any suggestions on an outfitter ?

I can't think of a State for that... very few allow baiting.
Why not go to Alaska? plenty of 2 or even 3 bear limit areas, and way more outfitters....

Idaho has two bear units does it not? Clueless on outfitter suggestions though. Canada is going to cause Alaska a large influx of hunters this spring

I thought Idaho did too, but was having trouble finding it. I will admit I didn't look real hard though lol.
Prices in Alaska are just to steep for me .

last l knew you could kill 2 bear in Maine - 1 to 2 in spring on Penobscot indian nation land and also a statewide fall hunt

Colorado using "B" tag licenses, but fall only and baiting or hounds are not allowed

Yes Idaho has a 2 bear limit in certain units, the 2nd tag is only 49.00.

I live in WV and we have some 2 bear counties but baiting is VERY illegal but you can run them with dogs (idiocy).

Travis Bullock in Idaho with Mile High Outfitters hunts some of the two bear units I believe. He might be on the higher end for price though because he hunts a lot of wilderness on a wall tent horseback type hunt.

Georgia, but no baiting and extremely limited dog hunting. It is a fall season only. I'm not aware of any outfitters.

Washington you are allowed two bears. But no baiting. If you go end of August beginning of September it’s not unrealistic to see 5+ bears on 1 hillside.
