some low life shot a little dog, article says arrow, looks like a crossbow bolt to me.

I've treated 3 dogs for arrow wounds all 3 lived (the others probably didn't come home) including a double lung passthru with a field point.One case retrieved the arrow which matched the neighbors other arrows but no one could "prove" he shot the arrow.What a low thing to do.

The CO officer finds an arrow in an animal that is questionable for whatever reason and it matches the same ones in your quiver & you're in the immediate area then he's most likely fixing to write you up. It'll be more like prove you didnt shoot it.
