For Montana’s first choice only units, what happens if fewer residents apply than there are tags? Say If there are 500 tags and only 400 residents apply, where does that surplus go?
In most instances, when you look at the non resident apps, there’s more apps than there are tags. Are this leftover resident tags then given to non-resident apps?
