I have done well with just about anything that will take a heat pack, but there are gloves in ski shops and the mountaineering section at places like REI which are expressly designed for lift ops, ski patrollers, ice climbers and other folks who need to be able to work with tools, lines, protective equipment and other relatively fussy items no matter how bad it gets. If your budget permits, they’re probably a good bet.
Or you can get a pair of waterproof, moderately insulated gloves at Costco for under 20 bucks…. And throw in a liner and a heat pack..

Depends on the dexterity needed. These certainly are not good for much other than big work (I use them for duck hunting) but you could use them for yard work. Joka Polar gloves - heard about them from someone that ice fishes. I love them. They are like $40.

Haven’t put these to a full test yet but so far they are good. Truly waterproof.
