Big Game Locking Tags - Available OTC?

Good day.
Our group will be caribou hunting this time next month. We already have hunting licenses, big game locking tags for caribou and harvest tickets. We have considered adding black bear locking tags...but the transporter is not yet sure if he will be dropping us in black bear terrain.
We will be flying into Fairbanks on a Friday evening and have all day Saturday to get our gear in order for a Sunday flight. Can we pick up black bear locking tags over the counter in Fairbanks on a Saturday? The only options I see on the website for locking tags are online or mail-in.

Update, I found a line in the hunting regs that said locking tags are available online, through the mail and at some licensed vendors. Called Sportsman's Warehouse in Fairbanks...and confirmed they carry the locking tags.
