Question about preference points.

I have 3 points for elk. My question is if I apply with someone who has 0 will they go with the 0 for the group or is it half of the 3 which is 1.5 and I am sure would count as 1.
Can anyone answer or post a link to the rules on group hunter applications. Thanks.

He was fined 10 grand and lost hunting privileges for 7 years. I guess he can save his money and do it again in 7 years.. .
