3C late hunt

Need a little help. We drew the late rifle bull hunt in 3a-C. Need a base camp to scout and hunt from. Planning to rent a cabin in the area for 12 nites. Around Heber or Show low. Which side of the unit , east or west would be best ?. Any places I should concentrate my scouting time. Any 3c experts out there, I could use a little help... I've hunted 3b to the east and 23 to the west in the past but never set foot in 3c. Thanks, Howdy
