OTC bull unit 45 or unit 16 cow 3rd R

I was wondering if any one has hunted unit 16 3rd rifle for cow or bull? My wife and I had a recent loss and now she will be able to hunt, but we missed the draw, so we are looking at alternatives. We live by unit 45 but it would be bull only, unit 16 could be for a cow. We just do not know what to do, any input would be greatly appreciated.
