Legal to guide on public land

Just curious if it is legal to guide hunters on public land in IA.

Just to be clear, I don't want to do it myself. I just wondered if it was legal???

I remember something about it had been done in Loess Hills & some stink made about it a year or two ago. Can't remember the details. No idea of legality. I know it's done out West as long as the guide meets all the requirements.

The reason I bring it up is I ran into a local guy that obviously was last year. Kind of stunk. There's enough hunting pressure on public land as it is.
