Looney did this end-around a few years ago on another bill as well.. added language which meant it would get voted down.

It looks like there was no vote on this yesterday and that they will not be back in session until Tues May 1. there are only 2 weeks left in this year's session and they still haven't passed a Budget, Voted on Tolls or Recreational Marijuana and many other bills that passed out of committee.
This Bill narrowly passed the Env Committee 16 to 14. It might be 'controversial' enough that they know it will bring about a fair amount of debate, and therefore will spend their time on other items that they can shove down our throats like Tolls.
