Leftover Draw Question

I went to CPW today to surrender an OTC tag so I could apply for the leftover. I've never dealt with the leftover draw.
The person was super nice, but not confident in their answers to my questions. I am NOT surrendering my preference points by surrendering the OTC tag correct? At first they said I would be surrendering my points too because I'm surrendering the tag, then corrected and said I'd be fine because it's only an OTC tag I'm turning in.
In the event I get lucky on Tuesday morning, I'm also not surrendering my points right?
You only surrender your points if you used points to get a tag (1st choice), then turn it in and opt for the refund instead of having your points restored. Turning in a 2nd-4th choice tag, or an OTC tag, would not result in you surrendering points.
So you can't return your OTC tag for a refund as it is within 30 days of season. I was told I have to show up in person on Tues to do an exchange of my OTC tag for a leftover tag. No points are in play as anyone can show up for the Black Tuesday tag sale and buy without using points.
Last year, I turned in my OTC tag a week before left over day.. I went in to the office and waited for them to process it so I knew I was done.. you can go and do the 'exchange' but that is another step in the process and takes more time.. they cannot issue you the new tag until the old one is voided from your profile.. it worked out well for me.. I got both my deer and elk tag for same unit that normally takes 3 pts to draw.. so going ahead of time helped, but also I was 1st in line at CPW office.. their systems crashed right after I got my tags.. so good thing I wasn't trying to exchange
hmmmm....I went in person to HQ and they said it could not be done within 30 days of season. They told me I have to show up in person and exchage my OTC tag for a leftover tag.
I guess I didn't ask if I could surrender it and have it cancelled with no refund. Is that what you did? I would be ok with donating the cost of the tag to have myself better positioned to buy the leftover tag.........
The tag system is new this year, not at all the same system used last year. I don't see why that would create an issue to get a refund within 30 days of season.
All I know is.. that is what I did.. I saw the tag I wanted show up on the list, about a week ahead.. went to the office and turned in my tag... Showed up the night before and waited in line, got the tags I wanted.. in fact now that I think about it, I went the Friday before and turned in my OTC tag and got a refund.
Thx....I may call back and ask for a supervisor.....what a load of crap.

Hey Jordan, Yep when I walked in yesterday they told me I could not get a refund for surrendering my OTC tag (had to be "surrendered"). I'm fine with eating the 40 bucks, just a lesson learned to wait until after the leftover in future years.
I'm wondering how their servers handle all of the crazy that goes on come leftover morning, my guess is it will be a gong-show.
Well chit....I'ma headed to HQ today to surrender my OTC tag then. I'd rather take my chances with the online and phone than have to get in line Thurs night and pray they process my tag before they are gone.
Ok then, I went to HQ and tried to turn in my tag for no refund. He had me fill out the form then said he would mail it to the NE Region office to be processed. I say no....wait a minute....I need this done now. He said they could not do it there......really????!!!! wtf does HQ have the ability to actually do then????
Anyway, an Uber ride later I am in line at the NE Region office to turn in my tag. Seems to be alot of folks had the same exact idear.
So it is done and Tuesday I can work the 'puter and smart phone until I get my tag or flame out and get to spend another $46 for another OTC tag to replace the one I just burned.
Well crap, I'm assuming the NE Region office is the one on Broadway in Adams County? Best of luck to you and everybody else in the leftover (except for anybody putting in for the ones I want) :).
Good reason to just buy the OTC tag a day or two before season. Hope it all goes smooth.

The agent was explaining to a couple guys the rules and said they were discouraging camping out on their property......Ima guessing they will block the drive or close the gate until a couple hours before they open.
If you go there, they are requiring everyone go through the hunter ed building first to fill out paperwork before going over to the office to buy tags.
Ah ok, fortunately I went to the 6060 office.
I'm not seeing my OTC tag on my profile/purchases with CPW's website so I think I'm good.
Hopefully their servers hold up!
I wonder if its PAW servers or the vendor's servers?

Got lucky this morning for my elk and deer tags. Had the computer-thinking-circle-of-WTF for 25 minutes but was shocked when payment was confirmed.
Counting my lucky stars.
For the "Pickup" option, I'm assuming we can snag the leftover tags we drew from any CPW location from now until the season starts?
