Needing a Plan B

Due to a growing fire, the unit I have a cow elk tag for is being evacuated. Our hunt was supposed to start on October 1st. Now, we're working on Plan B. Specifically, we're looking at getting a refund for the tag in our original unit and buying a left over cow tag for Unit 37. Any advice would be appreciated.....access, elk population, etc.... Thx!
