IMHO, a tumor, probably filled with liquid. Just cut it away and the rest of the deer is fine to eat.

Some sort of growth. Could be papiloma virus, which is really common in deer. My wives first deer, a spike, had several Papiloma growths on him. but the funniest part, was that he came in left to right, and his left eye had a big one growing on the top eyelid. Which made for great fun: "Whoa, that's mean, you shot him on the blind side..." ha ha ha!

I had a doe with the same kind of mole a couple of years back. Looks real nasty but it didn't seem to bother her at all.
