10% rule now in effect for quota hunts

Only 10% of out of state hunters are allowed to be drawn for management area quota hunts starting this year. In other words, chance of being drawn is Slim and None.

Should be reciprocal with the state of residence. Your state has 10% then u have it here too. Saskatchewan has no nonresident elk so nobody from there can hunt elk here.

exactly thats what should happen to NM also,instead states like Kansas keep giving out more and more NR tags
