According to a "white paper" report from the wvdnr in 2014 or 2016, lowering the buck limit from 3 to 2 would result in a net revenue loss estimated at $150,000.
So why are we arguing about the sky falling? We need to look outside of the box.
Edit: The white paper was in the 2016 flood and kept in a shed so it has obvious wear.

They lose license sales money almost every year.

Yea that's why they won't reduce the buck kill. And a doubling of our already low license fee would correct that.
