There is definitely no shortage of area to hunt. However, the majority of elk are on private land and the accessible elk population on public land is low.

Yep, BRI nailed it. The stats on elk in MT is misleading. Sure there are elk on public ground....but after some hunt pressure....those elk move on to private ground in droves.
I've hunted west and N of Philipsburg.....we got into a couple bulls is all....in miles and miles of country.
