There is no preference currently. I wouldn't?mind if they switched to a system similar to the one for wolves. It has some permits that are true random drawings and some that have a building preference. That way people that have never applied have a chance of drawing but there is still a reward for those of us that will apply every year. Especially if the herd grows to the point that they start to give out more tags in the future.
