It's a colorado outdoor recreation map app. Problem is that it requires cell service.

No cell service needed, You can download areas of the map and use it in airplane mode.
I use Backcountry Navigator a lot but the COTREX does a better job on calculating distances on a marked trail or known road. If you lay down a series of markers for distance on a trail it calculates the actual distance along the trail or road.
It's free so You can't go wrong trying it out.

I downloaded a map to test it out, seems to work well offline. Very cool!

I think I found it by searching just co trex by adding the paw on the front all I got was paw patrol games

OP's use of paw=parks and wildlife. Try using cpw . It was on the cpw website when I downloaded.
