I bought a new trail camera on eBay. It arrived on Sat in a US Postal box that is severely damaged. The Post office stamped it "received in damaged condition". Now what the heck do I do? Do I open it return it to the post office? Who pays for it if it's broken?

Make your claim through eBay. Just happened to me with a headlamp. Had my money back in one day

Used PayPal. Seller doesn't want it returned and asked me to open it to see if it's indeed damaged or if it's just the box. I believe most trail cams stop working after they've been tossed around like rocks.
