Couple of takeaways:

If you have logged into CPWshop.com before 9 a.m. and are waiting for leftover licenses to go on sale, only go as far as the residency page. If you go past this page prior to 9 a.m. in an effort to get ahead and purchase faster, you will need to log out and back in once leftover licenses are on sale in order to purchase

Also, if you plan on “camping out” at some office. Be sure and check with that office. Some of them do a lottery instead of first come first served

Reissued Licenses – All additional reissued hunt codes that aren’t on the initial leftover list will be randomly added starting Aug. 13. When reissued licenses are available, the new hunt codes will appear on the list Tuesday thru Friday (throughout the season) from 9:00 a.m. to 4:00 p.m.

Leftover question; Here is the scenario. I drew a List A tag for a doe. There are some better List A buck tags in the Leftover List. Can I buy the Leftover buck tag, and then return my List A doe tag? Likely, will not happen, given my past success with the Leftover license madness, but interested in the rules in this regard. I will try calling the CPW with the same question. David.

Yes, but you must return the doe license first, and it must me removed from your account before you can purchase another A list license.

Question, I look in the 2019 brochure and it shows a hunt code as say AF01301A but the list above shows AF013O1A. One is an "O" and the other is a "0." Which is correct?

It’s gotta be a typo, it should be an O, and not a zero. As far as I know there is 4 letters for that, E for early, L for late, P for private lands, and O for open lands...

I could be mistaken but that was my understanding of it...

A - Antelope

F- Sex

013- unit (ALL numeric)

O1- season (the first value of this code is alphabetic for ALL codes followed by a numeric value)

R- Weapon

That 6th value in the codes is always the one that folks mess up when they try to plow through the CPW shop. Not a typo in the regs. Good luck tomorrow folks!

The broken leftover day process has been so bad it's become comical. They know what to expect and still wont fix it or change the process to spread out demand.

Causing customers frustration due to something completely under your control over and over is poor business. They are lucky they don't have any competition.

It also shows apathy or ineptness. Customers then start to wonder if the other stuff you do gets handled this way. Those who blindly trust the CPW to manage wildlife and the access to tags start wondering if they are handling other tasks as poorly as they handle this.

What is frustrating is you can confirm your choices & it will say if they are available or not. Put the available ones in your cart & by the time you confirm your credit card, they are gone. Seems like once in your cart they should be removed from the available list. If you fail to pay, they could go back on the list.

Glad I went online rather than going to Fort Collins and getting a wristband or waiting in line somewhere. Missed out on a 4th season deer tag that was my first choice but did get an Eastern Plains deer archery tag plus a cow elk PLO tag. The system was slow but didn't have too much difficulty.

I was in the queue at 8:50, then when it finally said "Its your turn!" at 9:05, it bumped me out and to the back of the line to start over, instead of automatically taking me to CPWShop. Scolded me with a message that "I missed my chance". Nice. Of course, all licenses were gone by the time they resuscitated me.

That sucked. Big fat 0 across the board. Guess I could still pick up a rifle bear tag or a late season private land cow elk tag...

Really sucks to see all the leftover buck rifle tags that were available in the units I was looking at (probably still some available in those units) and how few archery tags were available. Like 300-400 buck rifle tags and less than 10 archery tags. Won't be worth hunting those units in the next few years after CPw kills off all the bucks...

As far as I could tell the queue was just for getting logged into the system and I did that at about 8:55. The free-for-all started at 9 when we could click proceed, then it was just a race to see who could type the fastest and not stumble over missed radio buttons, scroll of the T&Cs, etc.

A friend of mine was at Big R waiting in line. I informed him the tag he wanted was sold out before he got to the counter. I also waited at the residency tab until 9. Clicked on proceed & it showed me getting in line again. I guess you need to check out as soon as you put something in your cart instead of going back shopping for more tags like I did.

First time I ever made it thru all this and got a tag out of it. 22 Elk tags available and there were still 14 left after I got mine. Because the way the online purchase worked I did not know that I had got my List B Deer tag as it seemed like it kicked me out as soon as I clicked the purchase button after entering my card number. So I did it all again with the same results, but on my 3rd try it gave me a warning message whenI entered the hunt code telling me I had already reached my quota for that hunt code. Apparently I bought 2 list B Deer tags, so I actually ended up with more than I wanted originally. Not going to complain about that.

Glad to see this thread and see I wasn't the only one. That was a joke and I had spent all last night preparing and logged in an hour early this morning and kept refreshing and getting to the page where I needed to wait. Hit start at straight up 9 mountain and it started slow but I got to the hunt code page pretty quick. From there it would not go any further and would never add to the cart. Kept spinning the thinking wheel and then would give me an "oops" message error on their side. Did that from approximately 09:01 to 9:11.

Finally got tired of trying it and hit the cart to see if that would help. Bad idea! Booted me out to the waiting in que pop-up you all are talking about. Got back in only in time to find all hunt codes sold out. OTC it is. Oh well, just frustrating that is their idea of a system. Definitely not much fair about that. I sent my e-mail of frustration, but it won't matter. Good luck to you all this year.

People will ways be disappointed when they don't win the lottery. What the CPW could control is people being disappointed in the process. It's been solved many times before.

Being kicked out, people getting in line before others believe the line can start, losing items that are in you cart are all preventable things causing frustration.

I went to a DPW office and was fortunate enough to pay for a tag - after my payment was processed it gave an error that there were no tags left. Just checked online and I was not awarded a tag, but the payment was processed by my bank. Ugh....now I have to sort this mess out with DPW.

Did anyone else get a message that they could not purchase a B tag because you reached the limit on B tags? Put in for a B tag cow leftover and received the message stated above. I only have one elk tag so far so I don't understand. Oh well what can you do. Congrats to those that didn't have any issues.

When you have 100,000 people trying to get 50,000 tags there are going to be a lot of people that don’t get “lucky”. There’s no reason to whine about it. Figure 50-100 people were trying to get the same tag you were. It’s like playing the lottery and whining you didn’t win. The alternative is they don’t reissue tags. If enough people complain maybe they’ll go back to that’s more and then you don’t have to worry about being disappointed because you won’t have a chance at all! Smh...

The system worked fine it was just a supply and demand issue. It didn't appear to crash like last year. No I didn't get me deer tag but I did get a cow tag I was after after 15 minutes of waiting and finally got through.

Not everyone will get the tags they want. Just be thankful we have the opportunity to get leftovers and re-issues while sitting at work on a computer.

It "crashed" on me when it said I was being redirected to the CPWStore, went down for an instant, came back up and said I missed my chance, so go to the back of the line.

Anyway, what I'd like to see is a staggered system throughout the day by species, at least. Or even more granular. That way you don't have 100K people all jumping in at 9:00.01.

Took 16 minutes waiting in the que for the system to tell me that the 40 deer tags were gone. Got my muzzy doe antelope tag though!

For those conspiracy theorists thinking the CPW keep the good tags for themselves, I have a couple dozen CPW employee email addresses registered on the app. They're just as desperate as we are.

I don't think a staggered release by species would work. Then instead of 100k people going for 50k tags, you'd have 80k people going for 10k tags. By having all species at once, you spread out the people going for elk vs deer vs pronghorn etc and at least its more random.

I really think all they need to do is NOT add any nonpayment/returned/reissued ahead of the reissue date. Those tags are what cause the madness.

There's usually 20+ people in line where I go, this year there was 5. The teller said that CP&W told them to expect less traffic. I was first in line and out by 9:03 with the tags I wanted. Sure glad they started the online thing. Had 2 other buddies first in line at other places, they got the tags they wanted too.

I just don't see the "secondary draw" having any major effect. If the secondary draw was the solution, people would just be checking the Leftover Draw box now. The people waiting for Leftover day do it because they don't want to commit to buying a tag until the last chance, and they don't want a delay in knowing - they either immediately get it or they don't.

I am having a hard time parsing out any difference. It says after the secondary draw, which we have now if you select it as your non-draw option back in the first draw, the leftovers will be sold through the standard over the counter leftover process. I presume that means leftover day 2020, just like 2019, 2018, etc., etc. So the formatting is different and there is new verbage but the effect does not appear to change the process as I "understand" it.

The leftover draw will be abandoned, and the secondary draw will be adopted. Anyone can apply in the secondary, the leftover draw was solely for primary draw applicants.

I looked at it, we commented on step one, and decided as a board not to object. At the time the issue was presented, reissue tags were not in the leftover draw. That is where the nuggets of gold are. Will those be in the secondary draw, not sure but if so it will drive demand and lots of $7 & $9 app fees. Supposedly app fees are "break even", I think the vendor gets half. If you consider fixed and variable costs, I would think at some point you cover fixed costs and are in the black.

CPW would be idiots not to include the unpaid and returned tags in the secondary. The applications could be nearly as high as the primary I suspect....and the odds to draw substantially lower for particular tags. LOL

This could substantially change leftover day as you would presume the bulk of the high value tags would be gone in the secondary draw if they are included......so the 2020 leftover list following the secondary draw would not be nearly as enticing.

I guess we will have to wait and see.

So will the new leftover draw limit NRs to the same percentage quota of tags as for the regular limited draw? If so, could be an advantage for residents.

The odds will definitely change for the 50,000 people who apply for the one Unit 76 elk tag. The odds will go way up for the 50 people applying for 33 bull elk tags in a different unit (assuming reissue tags are included like this year).

Removes the internet factor from the equation. I drove 60 miles to get a faster connection to try for a bull tag for my girlfriend who had a meeting and couldn't get online. I made it through the queue by one minute after 9 and was in the store, when I was suddenly bounced out and to the back of the line with a "Sorry, you missed your turn" message on the screen. 20 minutes later the tags were gone, and there were quite a few to start. I'm not "whining" about not getting her preferred tag. She can still get a leftover B list cow tag. Rather, I'm pissed because I spent the time and gas money, did exactly what I was supposed to do and the system failed me.

It will be a different dynamic, but in some ways this may be a positive change.

Jaq it doesn’t change the fact that there are too many people trying for limited tags. Would you have felt better if you got an instant response that the tag was unavailable vs having it kick you out? In the end, it’s the same outcome. Someone hit enter quicker or had a quicker internet. I tried for an antelope tag. First in line, hit enter right at 9:00:21 seconds. I didn’t get the tag, with 7 available. Life’s not fair, and I moved onto my b list cow tag.

Not true. You can’t put a tag in your cart before 9am. It kicks you out. Even if you’re at cabelas it doesn’t even give you the option to plug in the tag until 9am. It just shows a voucher option. At 9am you click on the big gam species and then add in the code. I sat and watched the guy try at 859 and he had to get back in at 9am.

UCSD, if I had one of the 33 tags in my cart at 9:01 and discovered all 33 were gone during payment, not a problem. I get it. Somebody beat me to it. It's not the outcome that pissed me off. But the system failed me this time even though I did everything exactly by the book.

The change that we'll see on our end for next years leftovers will be that antelope/bear will be available, and we won't need to check the box to be eligible to play.

Lou- You bring up a good point about non resident quotas and who gets preference. Historically we haven't used points and nobody had preference over anyone cause they were leftover tags. However, the way they worded it now as a "Secondary Draw" and not a "Leftover Draw" would seem to indicate that the tags haven't changed title to a "Leftover Tag" which don't require the use of preference points. While it's been available to us for a very long time, very few of us have been checking the box and this hasn't been a problem.

To the regulatory notes that Cnelk posted I don't see anything that would indicate that preference points are being used. I imagine that since they didn't specifically address whether preference points are used, they won't be??? They address it in the regular draw. If so I hope it's a completely random draw as the demand is gonna far outstrip the supply with goats/bear and no need to go out of our way to click on a digital box anymore. They did address that they would only do this if there were enough tags to justify the administrative costs, but we all know it will happen at least once just to see how it goes. I'll have time to dig into his link this weekend sometime. I hope that a few of the Commissioners are justifiably proud of themselves for getting preference to youth 12-17.

Also, all tags that slip through this secondary drawing will be placed on the leftover list and sold on the proverbial "Leftover Day" that we had on Tuesday. Any tags after that will get reissued in the same manner they are currently. Or at least that's how I understood it from Ms. Isenhart.

I've tried to get 2 tags over the last 24 hours and they were gone quick. Both times I was in the system and had the hunt code punched in within 20 seconds of getting the notification. One code had 2 tags turned in and they were both gone. I find it hard to believe that 2 other accounts had logged in and taken them within 20 seconds. Something funny is going on....

Still love the app and think its my best best of picking up leftover tags. Is there a delay in getting notifications?

I was able to get two tags with the app yesterday, just gotta be very quick getting into the system to purchase. I also missed out on one or two where I dawdled to confirm season dates or something like that.

There is inherently going to be some lag in any app like this, but it's not the app's fault. The app has to scan the list for your codes and send them to you. I am certainly no code writer, but I imagine it depends on the number of codes you are searching for, and the speed of your internet or wifi service at the time.

At the moment we search the list once per minute a few seconds after the minute. We're testing a new script this week that will send notifications to you the second new tags become available. Seems to be working and we'll have that running shortly. At that point it'll come down to how good your cell service is along with how efficient your phones processor works.

One thing to keep in mind, for any re-issue that is a rifle tag, is that once that particular season has started, you won't be allowed to buy that tag on-line, by phone, or at a sales agent. No matter what species. You must visit a CPW office location in person, in order to buy it. So for example, when there was an EE201 early season rifle elk tag that showed up on the list on Oct 5th last year, it could not be purchased on-line because the season was already open when it was posted. Same for 2 different rifle ram tags that popped up last year as re-issues, both during their respective season dates. That's a regulation that would be nice to see changed, because this is really an unintended consequence of the original rule's purpose.
