I wanted to start a new thread about Sticksenders comments regarding how a license is sold after the season for that license has already begun in the other thread that has nearly 200 comments. CoOak is correct that I'm trying to get that changed for the 2020 season with a citizens petition that I've drafted with Ms. Isenhart to present to the Commision in November. I'll post the drafted petition in sequence in the following comments so you can view.
Right now I think we stand a good chance of getting the regulation changed given how competitive the licenses are and I plan to show that using analytics from the app. If you read the petition you'll see the CPW's concern is poaching cases where people know a tag is available on the list and harvest an animal before purchasing a tag. Last year the sheep, moose, goat and a few HIGH preference point tags hit after their season started and there's no reason for us to need to be at a CPW office to purchase as far as I'm concerned. The tags are too competitive for anyone to be able to knock a sheep over and think that they can still get a tag.
As you know the Commission looks for support from groups that have a stake in the game with these petitions so for those of you with CBA, RMEF, MDF etc if this is something your group could get behind, email me as it would help our case. I've already had input from CoOak and will be circling back with the RMBS to get their support with my life returning to some form of normalcy soon. Also open to thoughts and suggestions as we have a number of intelligent folk here.

Aren't OTC Elk licenses sold everywhere (WalMart, etc) as well as online after the season has started? What's the difference? In fact, abuse is much more likely in an OTC area than a draw area (where it is unlikely that there would be a tag available). There seems to be no logical justification for limiting these permits sales to CPW offices.

While this proposal does address the geographic issue for many (proximity to a CPW office), it really just encourages / reinforces the development and use of your tool and those similar that provide an (IMO) an unfair advantage to those who have subscribed to your service. Personally, I think all 3rd party software tools should be disallowed and their use be deemed illegal. The system should be re coded to ask specific questions ensuring the person logging on and purchasing the tag is one and the same. Any tag that is flagged through the use of a search engine should be pulled from availability from that search engines IP address.
I agree. I am also questioning how tags are being sold so quickly after the season start date. 5 unit 3 buck pronghorn archery tags were sold yesterday in less than 1 minute.

how do you know they were sold in less than a minute if you were not in the cpw office failing to get a purchase completed. Trying to buy an in season and available reissue tag from outside CPW office yields same error message as for a tag that has no quota left...so you do not know if it is sold out or not until the next list pops up in 5 minutes time. period.
I have the "Leftover Watch" app and I know it watches for specific re-issues and notifies you if they are added to the list. But the app doesn't buy the tag for you. The actual license buying process is mostly the same no matter whether you get notified via the app, or by simply watching the leftover list updates yourself. A couple minutes or so to get it purchased sounds about right to me. When I got my re-issued elk tag last year I'd say it took about two minutes to get it bought. But I type fast, have good internet service, was sitting at my PC when the notification hit my phone, and have my CC info committed to memory. There are probably hundreds of other guys in the same scenario, seeking the same tags as the rest of us. Even before the app, most new tags popping up went lightning fast. The other nice thing about the app is that all the re-issues detected are being logged. Good information to know the full history of re-issues. Without the app, most of us would never even know what got re-issued, especially the highest-demand tags that disappear in minutes.
I picked up 30+ preference points worth of tags for myself last year. I ain't no bot and got it done for elk, lope, and deer.
My secret I am just now revealing is I signed up for a very exclusive and very expensive Leftover License Finger Yoga class a month before leftover season started and we meet at 5 am daily for an hour. All the exercises are geared toward expedited list refreshing and scrolling and keyboard typing. The yogi offered free additional exercises that would improve health and lengthen life but I said nope, just want tags....

Lol KHunter...human robot here as well. Picked one of the five unit 3 antelope tags from Thursday, muzzy buck tag and late cow all on reissue. Beep bop beep bop....
I've had better luck then most in the reissues (three 61 bull tags) and a slew of other ones, but something is different this year. Tried to grab a four point muzzleloader bull tag and it was gone in the less then 30 seconds it took me to punch in the hunt code.
Just curious. How far do you live from a CPW office?

There are certainly BOTs at work. I don't have one but I purchased total of 6 licenses or myself and 2 kids on leftover day without much trouble.
I was able to get a single multiple point buck antelope that was returned and then notified via the Leftover Watch App. I was able log in to the CPW site and was as quick as I could be with all my info and #s and still took me 2-3 minutes to reach the final page and confirm I got the tag from the moment of notification.
I'd be curious to know when exactly the tag is yours and how fast the PDF list updates?

Funny story, My 12 year old son got a coveted turned in tag a couple of years ago. My son and my elk hunting partner were 1st and 2nd in line only 2 registers and appointed numbers 1 and 2 be back at 9am. Guy behind my son says I’ll trade you spots in line or number for my wife she cooks awesome takes the trash, mops, does all my laundry, good in-laws, runs a broom like no ones business etc... Son and buddy got their tags. My son got home told me the story and I told him good choice that guys wife probably runs that broom as good as she Rides it. Funny story but true. Thank goodness for our understanding wives.
Brookie if your asking me I live 35 minutes from a dow office. The first two tags I got the first two years before they implemented the 5 point rule, bought them online well before season. If you remember last year they posted 10 tags for first rifle the Friday before season I happened to be in town that day and snagged one, left that afternoon and was back home Saturday night with a bull. I also grabbed a five point antelope tag last year and have gotten two 4 point muzzleloader bull tags between 61 tags all online

Ha, use the google there is literally a service that you pay per hunt code that will take your cid number your residency info and your credit card and electronically buys you a tag if your hunt code hits the list. It is the fastest service going and makes actual people trying worthless. If your talking the weighted points again check this link by the CPW. Looks like your random number is a lot more important then a truckload of weighted points which is what I've been saying. Has anyone been able to find the leftover/reissue tag service that has the computer automatically buy the tags as soon as it hits the list that Orion keeps mentioning? I've searched and cannot find it.

If the CPW (or the vendor who operates the license purchasing system) adds a CAPTCHA to the process then the robots will (most likely) no longer work. I kinda hope they do. To me, allowing leftover-license-purchase-bots runs counter to the spirit of hunting generally and the purchasing of licenses.
I just got a "does not have available quota. Please enter a different Hunt Code" message within 30 seconds or less of receiving a notification. There has to be that service out there that Orion mentions. I've been in IT most of my career and consider myself pretty fast. I'm not sure how someone could check out that fast.
CAPTCHA will solve some of the issues, but they could still have automated up until that point
Yeah, the unit 103 deer tag was gone in less than 20 seconds. There's no way I could of been faster and still couldn't get it. I wasn't trying for it but simply testing to see if there was any chance in hell to get it.
Its definitely faster than I am... apparently someone is fast enough that they can check out faster than I can type the year of residency and enter the hunt code because every code I enter is invalid by the time I get there.... I would venture to guess less than 20 seconds from notification...

Darn voice recognition fails me every time. I said “not me”. LOL
I tried for a multiple point antelope unit. I was logged into cpw and refreshed right when the list appeared. By the time I input the code, it was gone. Plenty of times you’d miss a tag at the last page but this was gone in seconds. Get rid of the bots and it won’t be perfect but it’ll be a lot better.
The bots aren't going anywhere until CPW stops it. Those services are getting $2,000 plus from people
All the CPW has to do instead of CAPTCHA is to post the list as an .jpeg instead of a .pdf
