I saw a nice buck about 3 years ago with a white Southern States bag over his head. I'm not sure how he could see.

The good thing for him is that he will be shedding soon. Just look for the bucket and his sheds should be close by.

I thought about the shedding. I wonder if Mother Nature would cause this deer to lose its antlers early to fix this problem.

I would imagine the only way it would cause him to shed early is if it caused him stress. He was probably used to it after a few hours.
