I was just wondering with a friend, is it legal for a private landowner in Connecticut to charge you to hunt on their property?

Not necessarily correct, it just means the statue that protects landowners from some liability doesn't apply. It does not shift all liability to the landowner.

You’d think, though, that in this state there would be more demand for deer removal than for leases...

There is always risk for the landowner, even with the protection of the statute.

In business transaction, it depends on the agreed upon terms of the business transaction and how liability is allocated.
