So for the exchange option... let's say you have a one-point elk license and a four-point unit tag comes up on the reissue list. Can you grab the four-point license (within the 3/4 of a second before a bot gets it) and then "exchange" it for yours?

I doubt it the online system seems to throw it out if you already have a tag on file. It's easiest to do that in person or ditch your tag and then try the list.
