My son has a late season unit 3 cow tag. Last year was pretty easy finding them, and once we were on them, we were able to stalk into a herd and get a cow. We went up last weekend, and it was warm, almost no snow, and very dry. We looked in all our usual spots, drove around most of the unit, and never saw an elk, and really no signs they were down onto their wintering grounds. Weather forecast doesnt really seem to call for any significant snow fall amounts the remainder of the month. Do you guys think they'll move into the unit and onto their wintering grounds before the end of December?

Those units are probably the most hunted units in NW Colorado and the late season cow hunt has become almost as heavily hunted as the rest of the seasons. The elk are in there, you are just going to have to hunt hard and stay positive. A little snow helps but having lived in the area all my life the elk are in those units regardless of whether there is snow or not.
