There's a fair amount of 16D info if you search the old threads. First time I drew, I was told to pick a spot, any spot and I'd find elk. My experience is that seems to be a pretty true statement. With that in mind, I would think about how you want to hunt (i.e. high, low, sitting water, etc.), and use a map and satellite imagery to narrow your search.
