"City folks have no clue to our country needs." You would be amazed had how well informed many "city folks" are on public land issues, including wildlife management. They know they are just as much owners of the State's wildlife as you are. You mix "city" and "west side" like they are interchangeable. They are not. Be careful when you cry wolf. City folks know your country needs and have been subsidizing you for years with their tax dollars.
